Description of Work

Following discussions on USAID AEI's legacy in African education, this project focused on identifying and assessing appropriate modern technologies to support educational applications across the continent. Deceris evaluated technology suitability, institutional impact alignment, outreach strategies, and best practice sharing. We explored opportunities to leverage technology advancements beyond previous limitations, examined methods for systematically evaluating AEI's impact, and proposed strategies to enhance outreach for increased sustainability, partnership development, and potential job creation. The assessment included recommendations for leveraging technology effectively within the evolving African landscape.

Design & Implement Africa Community Resource Centers

Description of Work

Deceris (via partner TSS) was contracted to design, develop, and implement the complete technical infrastructure for 17 Community Resource Centers (CRCs) under the EDDI program. This involved establishing centers in Nigeria (6) and one each in Tanzania, Mauritius, Swaziland, Mauritania, Mali, Namibia, and Congo. We analyzed overall project requirements and developed a comprehensive implementation plan.

Major Elements Included:

  • Site assessment, detailed evaluation, and technical recommendations for each location.
  • Design and implementation of structured network cabling, including fiber-optic links between campus buildings where applicable.
  • Evaluation and installation of appropriate internet broadband solutions based on local availability.
  • Installation and configuration of multi-media PCs, workstations, operating systems, and required applications.
  • Evaluation and implementation of video conferencing capabilities.
  • Identification and implementation of electronic training approaches and materials.

U.S. Census Bureau Decennial Support (2000 & 2010)

Description of Work

Over an extended period covering multiple decennial census cycles, Deceris (via partner TSS) has been instrumental in analyzing, designing, implementing, and supporting numerous enterprise-wide client/server applications critical to the Bureau's operations. Our staff provided key expertise across the project lifecycle.

Key Contributions & Systems:

  • Provided comprehensive project management, requirements analysis, software design, database design, implementation, and operational support.
  • Supported the development, ongoing enhancement, and help desk functions for core Client/Server systems used in the Decennial 2000 and 2010 Census operations.
  • Ensured continued support for nationwide Census applications responsible for collecting data essential for accurate U.S. statistical reporting.
  • Designed and developed the Integrated Coverage Measurement System (ICM2000).
  • Implemented solutions utilizing Personal Digital Assistants (PDAs) for field agent neighborhood surveys, including testing various devices for wireless data transfer to the central database.
  • Designed the ICM2000 system with high availability features, including notifications, fault tolerance for power/hardware failures, and robust, automated data recovery procedures suitable for handling highly confidential and critical census data operating 24/7.
